Fish and Wildlife Services request for public comment on "proposed rules" of "plants and animals"

When the U.S. Fish and Wildlife Service announced public comment periods for proposed rules concerning three insect species—the monarch butterfly (Danaus plexippus), the bleached sandhill skipper (Polites sabuleti sinemaculata), and Suckley’s cuckoo bumble bee (Bombus suckleyi)—and later reopened the comment period under the broader title of "Plants and Animals," it became clear that the scope of the plan extended beyond what was initially presented. After reviewing the related dockets and examining ongoing regulatory efforts, I felt compelled to submit this response.
